I help to manage a credit card web site and I've found quite a few pretty authoritative documents on interest rates for credit cards.

One of them is from the US Department of the Treasury and is located here:
http://www.helpwithmybank.gov/faqs/credit_interest.html

There's another one from the FDIC that talks about how to get the best deal on cards:
http://www.pueblo.gsa.gov/cic_text/money/credit-report/rscredit.htm

I tend to trust those .gov sites when it comes to researching credit cards because they're less likely to be attempting to sell you on any particular card offer.

I am so glad i came across this blog. I have always paid my cards off completely on time. However leaving a little bit on so they are making money is so simple. Like you = better interest rates

Simple but brilliant. Great post.

As you mentioned, the truth is APR is negotiable like the price on a car. Make the credit card company compete. Find a better offer and then approach your current credit card and ask them to match it. Surprisingly I've heard many instances of this working, even for people that are not good at haggling at all. It's worth a try for everyone, because you have nothing to lose.
